The Owl is the first dedicated command gear built. While before, vehicles were upgraded with command capabilities after being designed, the Owl was designed to be a command platform first and foremost.
Based on the Stalker testbed prototype with elements of the Gila and Cheetah MkII, it is no slouch in combat, particularly support and harassment roles, but it shines in command and control. As such, the Owl is used exclusively by squad leaders and their seconds-in-command, who are aided greatly by its ECCM capabilities. The Owl has the same maneuvering thrusters and Automation as all Claw Series Gears.[1]
